This position is part-time 20-30  hours a week.  30 hours or more a week it is full time with benefits. Under 29 hours this position is not benefit eligible.


OHA temporary rule 333-019-1010 has not identified this position as a “healthcare worker” as of this date. This position is not required to complete their COVID-19 vaccination series. This is subject to change if any subsequent rules are issued or current rules are modified

ABOUT OREGON CASCADES WEST COUNCIL OF GOVERNMENTS (OCWCOG)

OCWCOG manages a variety of local, State, and Federal programs to serve residents, local governments, and businesses in our tri-County Region. OCWCOG is recognized by the State of Oregon as an Area Commission on Transportation (ACT) and a Type B Medicaid Transfer Agency. Additionally, the association is recognized by the Federal Government as an Area Agency on Aging (AAA), an Economic Development District (EDD), an Economic Development Revolving Loan Fund Coordinator, a U.S. Department of Agriculture Revolving Loan Agency, and staffs the two Metropolitan Planning Organizations (MPOs) in the Region. These designations increase OCWCOG’s ability to serve our communities’ needs.

 

As an Oregon intergovernmental entity, in addition to the programs and services that OCWCOG is required by State or Federal contract to provide, OCWCOG helps businesses find appropriate capital; facilitates seniors and persons with disabilities plan for independent living; coordinates local road improvement priorities; and assists with administration and technical support for its member governments.

 

Each program works towards OCWCOG’s mission of helping the Region’s communities collaborate to solve problems and connect member governments, businesses, and individuals with a wide array of resources.


SUMMARY OF POSITION

The GIS Analyst/Planner would perform professional GIS duties to support transportation plans and projects within the Community and Economic Development Department. This includes, but is not limited to demographic data collection and analysis, transportation asset mapping, assistance with grant applications, survey research, and land use mapping. Serve as CED and OCWCOG’s resource and contact for GIS practices for the region and state.  Provide a broad spectrum of GIS services and technical project support for CED and OCWCOG programs, member jurisdictions, public and private clientele.

 

ESSENTIAL JOB DUTIES

  • Provides assistance to transportation staff and programs, and other departments as directed by supervisor to support program goals
  • Maintains data bases including water and sewer utilities, street center lines, responds to data inquiries, and performs demographic and statistical analyses; checks and evaluates assignments for accuracy in terms of data completeness, consistency, currency, and conformance with design criteria.
  • Production of maps illustrating base layers, such as tax lots, jurisdictional boundaries, transportation networks, zoning and significant environmental characteristics; census demographic data at the tract level; aerial imagery and shaded relief imagery; highway conditions and hazards; soils and potential wetland areas and environmental constraints and hazards. 
  • Applies advanced cartographic skills to the design and production of standard, custom, and web-based maps and applies data reporting techniques to development of tabular reports and listings for a variety of projects and contracts as required.
  • Coordinates with local governments and other public and private agencies to aquire and develop high quality data. This includes responsibility for resolving conflicting data source issues, refining land use data collection processes, finding missing data and new data sources through research and analysis. 
  • Creates, updates, and edits GIS files and geodatabases, including linear networks and boundary files, annotation, and other data layers and attributes as needed; adjusts and/or rectifies existing graphic data to conform to more accurate survey control.
  • Provides technical expertise by maintaining a current knowledge of the GIS hardware and software environment, GPS tools and techniques, hand-held field technologies, databases, standard and custom software applications.
  • Assists in the development of data documentation and data maintenance procedures in support of OCWCOG projects, clients, and member agencies with custom GIS training and technical skills development; fulfills agency and commercial requests for digital data files.


OTHER JOB DUTIES

  • Performs other related duties as assigned by supervisor.
  • Prepares and administers federal and state grant applications.
  • Performs comprehensive and current land use planning activities for local governments within agency area.
  • Manages department projects as assigned by supervisor.


WORKING ENVIRONMENT

Work is performed primarily in an office environment utilizing a personal computer, telephone and a variety of office equipment.  Position requires sitting for long periods of time and performing extensive computer work.  Occasional travel may be required to attend meetings and events.


 SUPERVISION RECEIVED

Receives general supervision from the Community and Economic Development Director.

MINIMUM QUALIFICATIONS

Experience & Training

Graduation from a four year college or university with a Bachelor’s degree in planning, public or business administration, economics, computer science, geography, GIS or field related to job duties and a minimum of two years related experience; or any satisfactory equivalent combination of education, training and experience which demonstrates the knowledge, skills and abilities to perform the duties of the job required.  Experience is preferred in federal, state, and local grant programs, Oregon land use planning laws and issues, and community and economic development techniques.  GIS certificate desirable.

  • Ability to develop and manage budgets involving multiple funding sources;
  • Ability to interpret and analyze multiple information sources to extract and map critical data;
  • Ability to develop project scope of work, associated technical work methodologies, budgets, deliverable milestones and timelines;
  • Demonstrated ability to produce quality maps utilizing ESRI’s ArcGIS desktop software, its extensions, and other GIS tools for graphic presentations, mapping, and data analysis;
  • Ability to create and maintain online maps and associated data;
  • Experience and knowledge of GPS data collection, geodatabase design, geoprocessing, metadata standards, and other advanced GIS skills;


Licenses, Certificates, & Other Requirements

Possession of a Valid Oregon Driver’s License, or have the ability to obtain reliable transportation in order to travel throughout the three-county area.

COMPENSATION PACKAGE

Starting salary is $26.83-35.96/hourly DOQE. A step increase will be awarded upon successful completion of a probationary period (typically six months), and then annually thereafter to the top of the range. OCWCOG offers an attractive benefits package including:

Retirement – OCWCOG pays both the employer’s percentage, and employee’s six percent (6%) contribution into the Oregon Public Employees System (PERS). In addition to PERS, OCWCOG pays into Social Security. 

Insurance – For select plans, OCWCOG currently pays one hundred percent (100%) of the insurance premiums for the employee and their eligible dependents. The insurance package includes medical, prescription, dental and vision coverage, alternative care, life, accidental death and dismemberment, as well as long-term care.

Holiday Leave – OCWCOG provides eleven and one half (11 ½) fixed holidays, plus two (2) personal days during each fiscal year.

Additional Benefits – Deferred compensation options, Long-term care Insurance, Employee Assistance Program, Credit Union memberships, and options to participate in pre-tax Health Savings Account or Flexible Spending Account.

Sick Leave – Full-time employees accrue eight (8) hours of sick leave each month.

Vacation Leave – Full-time employees accrue vacation leave each month according to the following schedule:

           0-36 months              -   8 hours/month

         37-72 months              - 10 hours/month

         73-144 months            - 14 hours/month

       145 months and above   - 16 hours/month
