ABOUT OREGON CASCADES WEST COUNCIL OF GOVERNMENTS (OCWCOG)

OCWCOG manages a variety of local, State, and Federal programs to serve residents, local governments, and businesses in our tri-County Region. OCWCOG is recognized by the State of Oregon as an Area Commission on Transportation (ACT) and a Type B Medicaid Transfer Agency. Additionally, the association is recognized by the Federal Government as an Area Agency on Aging (AAA), an Economic Development District (EDD), an Economic Development Revolving Loan Fund Coordinator, a U.S. Department of Agriculture Revolving Loan Agency, and staffs the two Metropolitan Planning Organizations (MPOs) in the Region. These designations increase OCWCOG’s ability to serve our communities’ needs.

 

As an Oregon intergovernmental entity, in addition to the programs and services that OCWCOG is required by State or Federal contract to provide, OCWCOG helps businesses find appropriate capital; facilitates seniors and persons with disabilities plan for independent living; coordinates local road improvement priorities; and assists with administration and technical support for its member governments.

 

Each program works towards OCWCOG’s mission of helping the Region’s communities collaborate to solve problems and connect member governments, businesses, and individuals with a wide array of resources.


SUMMARY OF POSITION


This announcement will remain open until filled;  applications will be screened every Monday beginning March 2nd until the position is filled.  


This position serves as a team member of the technical services division of the OCWCOG. This team handles the IT needs of the organization, from email and desktop support to sophisticated database and project provisioning to advanced security and network controls.  Routinely handles confidential information.


This position is the core network expert of the team, providing secure network administration from switches, wireless and remote access to ensuring that OCWCOG personal can remotely access specific resources, and ensure that the overall network infrastructure is entity complaint for specific identified data requirements. The position will work closely with the team to assist migration of most services to cloud based systems; and then ensure that access to those system is maintained and that both administrative and client infrastructure is correctly provisioned.


ESSENTIAL JOB DUTIES

20% - Network Systems
- Maintain switch hardware and physical infrastructure for continual operations
- Maintain and update firewall protections
- Ensure network meets requirements for technical projects across the agency
- Lead process to routinely evaluate and update system to comply with security threats
- Research and recommend information security enhancements to the network


20% - Remote Secure Access
- Design, configure and install remote access methods for staff to work remotely
- Ensure that regulations regarding HIPPA, PCI and other standards are followed
- Work with contractors to oversee projects interfacing with the Agencies systems
- Provide written remotes on access usage
- Ensure phone and other communication tools are available to staff


20% - IT Security
- Analyze and provide assistance ensuring network is secure from intrusion
- Provide best practices guidance in utilizing tools for remote or onsite access
- Design and identify security training for employees
- Create and enforce internal Agency policy regarding data security and access
- Respond to security concerns or threats within industry standard processes
- Maintain systems which provide monitoring and overall security oversight
- Report on overall system compliance with regulatory security requirements


20% - Tier 2 Support
- As a team member, serve as the escalation point for network or system issues
- Provide and participate in Agency wide computing efforts
- Train and provide assistance to improve tier 1 teammates capabilities
- Respond to outages, issues and losses in service
- Cross train on systemwide infrastructure to provide institutional redundancy


15% - Communication and Training
- Regularly report and provide detail accounting of network and security measures
- Perform Agency wide training on security and work with vendors to keep staff informed
- Meet with the IT team and Director to build solid working relationships
- Attend meetings or events to determine programmatic needs


5% - Professional Development
- Attend industry training to stay current in Networking and Security Field
- Meet with vendors to ensure data tools are up to date
- Provide written recommendations of trainings for IT team and staff
- Represent the Agency when needed for IT security concerns


OTHER JOB DUTIES
- Research and make recommendations to IT policy, procedure, and infrastructure as industry trends change the computing landscape.
- Remote work at multiple locations as the Agency is spread over three counties
- Performs other related duties as assigned by supervisor. 


WORKING ENVIRONMENT
Work is generally performed in an office environment with routine computer and telephone usage.  Position requires sitting and typing for long periods of time.  Position may require attendance at occasional evening meetings.  Occasional travel throughout the three-county area will be required.


SUPERVISION RECEIVED:  Receives general supervision from the Technical Services and Operations Director.

SUPERVISORY RESPONSIBILITIES:  None.


MINIMUM QUALIFICATIONS


Experience & Training

It is the expectation that this position requires a Bachelor’s degree in Computer Science, Business Information Technologies, or related field.

At least three years working in IT related positions, with direct experience with network, VPN solutions, firewalls and working in a secure windows environment.


Knowledge, Skills and Abilities

Industry certifications in security or network systems are preferred. Candidate must be willing and able to obtain agreed upon certifications needed by the organization in an agreed upon timely manner if not possessed.

It is the expectation that significant knowledge of internal networking, physical configurations, firewall and security processes, and the overall architecture behind these is understood and can be demonstrated readily.


Licenses, Certificates, & Other Requirements

Possession of a Valid Oregon Driver’s License, or the ability to obtain reliable transportation in order to travel throughout the area.

Position requires successful completion of a criminal history check.

COMPENSATION PACKAGE


Starting salary is $59,280 - $79,394/annually DOQE. A step increase will be awarded upon successful completion of a probationary period (typically six months), and then annually thereafter to the top of the range. OCWCOG offers an attractive benefits package including:


Retirement – OCWCOG pays both the employer’s percentage, and employee’s six percent (6%) contribution into the Oregon Public Employees System (PERS). In addition to PERS, OCWCOG pays into Social Security. 
Insurance – For select plans, OCWCOG currently pays one hundred percent (100%) of the insurance premiums for the employee and their eligible dependents. The insurance package includes medical, prescription, dental and vision coverage, alternative care, life, accidental death and dismemberment, as well as long-term care.
Holiday Leave – OCWCOG provides ten and one half (10 ½) fixed holidays, plus two (2) personal days during each fiscal year.
Additional Benefits – Deferred compensation options, Long-term care Insurance, Employee Assistance Program, Credit Union memberships, and options to participate in pre-tax Health Savings Account or Flexible Spending Account.
Sick Leave – Full-time employees accrue eight (8) hours of sick leave each month.
Vacation Leave – Full-time employees accrue vacation leave each month according to the following schedule:
            0-36 months              -  8 hours/month
          37-72 months              - 10 hours/month
        73-144 months              - 14 hours/month
      145 months and above   - 16 hours/month
