ABOUT OREGON CASCADES WEST COUNCIL OF GOVERNMENTS (OCWCOG)

OCWCOG manages a variety of local, State, and Federal programs to serve residents, local governments, and businesses in our tri-County Region. OCWCOG is recognized by the State of Oregon as an Area Commission on Transportation (ACT) and a Type B Medicaid Transfer Agency. Additionally, the association is recognized by the Federal Government as an Area Agency on Aging (AAA), an Economic Development District (EDD), an Economic Development Revolving Loan Fund Coordinator, a U.S. Department of Agriculture Revolving Loan Agency, and staffs the two Metropolitan Planning Organizations (MPOs) in the Region. These designations increase OCWCOG’s ability to serve our communities’ needs.

 

As an Oregon intergovernmental entity, in addition to the programs and services that OCWCOG is required by State or Federal contract to provide, OCWCOG helps businesses find appropriate capital; facilitates seniors and persons with disabilities plan for independent living; coordinates local road improvement priorities; and assists with administration and technical support for its member governments.

 

Each program works towards OCWCOG’s mission of helping the Region’s communities collaborate to solve problems and connect member governments, businesses, and individuals with a wide array of resources.

 

 

Title:  Senior and Disability Services Program Manager - Medicaid Programs

Position Classification:  Program Manager

Department:       Linn/Benton Senior and Disability Services Division

Reports to:  Director, Senior & Disability Services

 

SUMMARY OF POSITION

Responsible for the day-to-day operations of the Senior and Disability Services related to Medicaid.  Ensures appropriate utilization of community based and institutional services for older adults and people with disabilities.  Interprets policy, implements procedures, directs staff.  Assists Director with monitoring and administering program budget, develops systems and monitors work activities. Represents program in local and state activities.  Coordinates services within Senior and Disability Services and with other health and social agencies.

 

Performs position duties in a manner that promotes customer service and harmonious working relationships, including treating all persons courteously and respectfully.  Engages in effective team participation through willingness to assist and support co-workers, supervisors, and other work related-associations. Develops good working relationships with division and agency staff and supervisors through active participation in accomplishing group projects and in identifying and resolving problems in a constructive manner.  Demonstrates positive acceptance of constructive feedback and suggestions, in an effort to strengthen work performance.  Contributes to a positive, respectful and productive work atmosphere.  Regular attendance is required to meet the demands of this job and to provide necessary services.

 

ESSENTIAL JOB DUTIES

 

-     Develops, implements and evaluates staffing plans for delivery of all assigned functions such as case management, Medicaid eligibility, and adult protective services functions.

-     Selects, trains and supervises Program Supervisors and other personnel as assigned who are engaged in Medicaid activities.

-    Reviews workloads, reports and records, personnel assignments and status of ongoing work and various projects in order to plan and evaluate staff activities. Works with Program Supervisors in these duties providing oversight, mentoring and coaching.

-     Works with Supervisors and HR on issues related to performance, discipline and grievances.

-     Responsible for oversight of quality assurance activities, policy development and monitoring.

-     Develops, implements and monitors internal systems, including MMIS systems and procedures to meet service delivery objectives and maximize workflow and office efficiency.

-     Responsible for management and oversight of all Medicaid operations.  Evaluates program expenditures, including direct authorization of miscellaneous medical expenditures, and ensures proper utilization of funds for administrative and program costs.

-      Oversees and monitors the Medicaid In-Home contract.

-      Works with Program Director and COG Finance staff to ensure that budgets, financial reports and contract tracking and reporting is up to date.

-     Coordinates work activities between offices within the agency, and with community agencies, providers and other services.  Maintains community public relations to facilitate integration of services.

-     Assists Senior & Disability Services Director in developing long-range program goals and short-range operational objectives through analysis of program content and effectiveness.  Reviews proposed policy and make recommendations.

-     Provides general policy and case consultation to Program Supervisors and staff as requested.  Assists staff in problem solving any type of service case situation.  Obtains clarification through Aging and People with Disabilities Division (APD) channels as needed.

-     Conducts selective periodic case reviews to determine if necessary paper work is completed, if service plans are appropriate, payment rates correct, and mandated policy and procedures are followed.  Meets regularly with Senior and Disability Services Director to discuss program functioning.

-      Interprets federal, state and agency policy ensuring compliance with laws, regulations and directives.  Ensures program content and effectiveness meet requirements and do not exceed           statutory or administrative authority.

-      Responds to inquiries, complaints, problems or emergencies affecting the availability or quality of service.

-     Represents agency at local, regional and state meetings, providing information and professional consultation as required.

-     Completes all ongoing and special one-time reports as assigned.


OTHER JOB DUTIES

-     Maintains exception report for all service and financial policy or rate exceptions for unit.

-     Provides supervision/training and technical assistance (formal or informal) related to OACCESS and MMIS activities, forms and/or screens.

-     Assists in staffing the Senior Services Advisory Council and Disability Services Advisory Council as needed.

-     Assists the Community Programs Program Manager in oversight of the functions in the Albany office as needed.

-     Provides informational public speaking for community organizations or groups.

-      Attends training, community and agency meetings as appropriate and/or as assigned  

     Performs other related duties as assigned by supervisor.

 

 

SUPERVISION RECEIVED:  Receives general direction from Senior & Disability Services Program Director.

 

SUPERVISORY RESPONSIBILITIES:  Provides supervision to and evaluation of Program Supervisors and professional level staff as assigned.

WORKING ENVIRONMENT

Work is performed primarily in an office environment utilizing a personal computer, laptop, telephone and a variety of office equipment.  Occasional telework is possible. Position requires sitting for long periods of time and performing extensive computer work.  Occasional travel to various meetings and trainings is also required.

 

MINIMUM QUALIFICATIONS

Experience & Training

Graduation from a four-year college or university with emphasis in social services.  Course work in social work, or experience providing considerable knowledge of the elderly and people with disabilities.  At least four (4) years of supervisory or management experience desirable. OR, any satisfactory equivalent combination of education, experience and training which demonstrates the knowledge, skills, and abilities required to perform the duties of the job.  Knowledge of Medicaid program required.

Knowledge of the theory and practice of social work;

Knowledge of confidentiality rules regarding client and provider records, investigations , including HIPAA regulations;

Knowledge of, and ability to, monitor and administer a budget;

Knowledge of, and ability to, operate, a personal computer;

Knowledge of, and experience in, Microsoft software;

Ability to oversee supervisors and advise regarding the development and implementation of individual service plans;

Ability to mentor and coach program supervisors in performing their duties;

Ability to work effectively with State program staff and changes made to the Oregon Medicaid program;

Ability to assist and coordinate other personnel involved with providing social services casework;

Ability to develop program goals and analyze service delivery systems;

Ability to effectively communicate orally and in writing; 

Ability to represent the agency before various citizen groups and public officials;

Ability to motivate, train and supervise staff; and ability to apply problem-solving techniques;

Ability to direct and coordinate staff work activity;

Ability to present to members, other agency staff, and the public a professional image which instills confidence and always reflects well upon the agency and agency administration.           

 Licenses, Certificates, & Other Requirements

Possession of a Valid Oregon Driver's License or ability to obtain reliable transportation in order to travel throughout assigned area.

 

Position requires successful completion of a criminal history and driver’s license check.

COMPENSATION PACKAGE

Starting salary is $5826.00/$8126.00 DOQE. A step increase will be awarded upon successful completion of a probationary period (typically six months), and then annually thereafter to the top of the range. OCWCOG offers an attractive benefits package including:

Retirement – OCWCOG pays both the employer’s percentage, and employee’s six percent (6%) contribution into the Oregon Public Employees System (PERS). In addition to PERS, OCWCOG pays into Social Security. 

Insurance – For select plans, OCWCOG currently pays one hundred percent (100%) of the insurance premiums for the employee and their eligible dependents. The insurance package includes medical, prescription, dental and vision coverage, life, accidental death and dismemberment, as well as short-term disability and long-term disability.

Holiday Leave – OCWCOG provides ten and one half (10 ½) fixed holidays, plus two (2) personal days during each fiscal year.

Additional Benefits – Deferred compensation options, Long-term care Insurance, Employee Assistance Program, Credit Union memberships, and options to participate in pre-tax Health Savings Account or Flexible Spending Account.

Sick Leave – Full-time employees accrue eight (8) hours of sick leave each month.

Vacation Leave – Full-time employees accrue vacation leave each month according to the following schedule:

           0-36 months              -   8 hours/month

         37-72 months              - 10 hours/month

         73-144 months            - 14 hours/month

       145 months and above   - 16 hours/month
