SUMMARY OF POSITION
Supports and performs professional planning
activities within the areas of transportation, and community and economic development.
Helps with grant application preparation and administration, public outreach, community/land
use planning.
This position will specifically help with two
new transit initiatives OCWCOG is pursuing. The CED department received two
Statewide Transportation Improvement Fund (STIF) discretionary grants in 2019
and this position will be the contact and lead staff for both of them. The
first project involves a transit feasibility study between McMinnville and
Junction City along Highway 99W. We have a contractor in place to help with
this effort. The second project, titled Seamless Transit Project, explores how
OCWCOG can work with transit agencies across Linn, Benton and Lincoln counties
to expand transit for the general public. Real time bus information, mobile
ticketing, driver and travel training will all be part of the project.
ESSENTIAL JOB DUTIES
Engages
with OCWCOG stakeholders and is capable of bringing diverse groups to consensus
and/or agreement. Meets
with and facilitates COG/EDD and community-led groups, meetings and focus
groups.
Manage
consultants to insure completion of project tasks on schedule and budget.
Communicates with consultant and manager to insure the entire team is kept
abreast of project information.
Has
a working knowledge of innovative transit technologies and understands the
benefits of transit connecting rural communities.
Support
transportation planning, research, and policy implementation, for example,
assisting the Cascades West Area Commission on Transportation (CWACT) and
Metropolitan Planning Organizations (MPOs).
Provides
assistance to local governments and other groups and committees regarding
economic and community development matters as directed by supervisor.
Assists
in the preparation and implementation of portions of the Community and Economic
Development, and the Corvallis and Albany Area MPOs Work Program.
Develops
good working relationships with division and agency staff and supervisors
through active participation in accomplishing group projects and in identifying
and resolving problems in a constructive manner. Supports relationships with local, State and
Federal agencies
Demonstrates
openness of constructive feedback and suggestions, in an effort to strengthen
work performance.
Contributes
to a positive, respectful and productive work atmosphere. Regular attendance is required to meet the
demands of this job and to provide necessary services.

WORKING
ENVIRONMENT
Work is performed
primarily in an office environment utilizing a personal computer, telephone and
a variety of office equipment. Position
requires sitting for long periods of time and performing extensive computer work. Travel is required to attend meetings and
events.

Receives general
supervision from the Community and Economic Development Director.

MINIMUM QUALIFICATIONS
Experience &
Training
Bachelor's degree in urban planning, public policy, public transportation,
transportation planning, active transportation, or a related field; Master’s
degree in a related field is preferred.
Three years of work experience in urban planning, public policy, public
transportation, transportation planning, active transportation, or a related
field. Experience must include communication with the public in a
customer service, public education and/or involvement capacity and knowledge of
the design of public education programs.
Knowledge, Skills and
AbilitiesExperience
or working knowledge within one or more of the following programs; transportation
planning, active transportation outreach, community-based comprehensive
planning, transportation policy, grant writing.
Excellent
interpersonal and verbal communication skills, including the ability to prepare
and effectively make presentations to and facilitate meetings of various groups
and the public;
Ability
to write and manage contracts and grants from multiple sources;
Ability
to organize and structure own work, and exercise initiative;
Ability
to meet deadlines and juggle diverse multiple tasks and priorities;
Ability
to gather, organize and analyze data and information and draw conclusions and
formulate recommendations;
Ability
to utilize a personal computer for word processing, spreadsheet preparation,
presentations, database development and management and electronic
communication.
Knowledge
of computer software and hardware for graphic presentations and mapping (GIS)
desirable;
Ability
to design and facilitate group visioning, goal setting, planning and
decision-making processes;
Ability
to seek, build and maintain critical partner relationships;
Licenses, Certificates,
& Other Requirements
Possession
of a Valid Oregon Driver’s License, or have the ability to obtain reliable transportation
in order to travel throughout the three-county area.

COMPENSATION PACKAGE
Starting salary is $26.24-35.17/hourly
DOQE. A step increase will be awarded upon successful completion of a
probationary period (typically six months), and then annually thereafter to the
top of the range. OCWCOG offers an attractive benefits package including:
Retirement – OCWCOG pays both the employer’s percentage,
and employee’s six percent (6%) contribution into the Oregon Public Employees
System (PERS). In addition to PERS, OCWCOG pays into Social Security.
Insurance
– For select plans, OCWCOG
currently pays one hundred percent (100%) of the insurance premiums for the
employee and their eligible dependents. The insurance package includes medical,
prescription, dental and vision coverage, alternative care, life, accidental
death and dismemberment, as well as long-term care.
Holiday
Leave –
OCWCOG provides ten and one half (10 ½) fixed holidays, plus two (2) personal
days during each fiscal year.

Sick
Leave –
Full-time employees accrue eight (8) hours of sick leave each month.

Full-time employees accrue vacation leave each month according to the following
schedule:
0-36 months
- 8 hours/month
37-72
months
- 10 hours/month
73-144
months -
14 hours/month
145 months and above - 16 hours/month
This position
is represented by the Service Employees International Union (SEIU), pursuant to
Article 14 of the Collective Bargaining Agreement.
Possess a valid Oregon
Driver’s License, or have the ability to obtain reliable transportation in
order to travel throughout the three-county area is required.
